That could be it. They did theorize(never confirmed) that since Ed and Al are connected, Ed is aging(just like we saw Al's body is aging too inside the gate) but the appearance of his body might be held back in some form until Al gets his body back.

It was confusing but they did have a short conversation about it in the earlier episodes, I forgot which one though. It was the same episode where they also mention he could also be short because of the automail's weight.

The show itself isn't promoting racism. Rather it's showing the negative effects of it (for instance how much the Ishbal people have had to suffer). Not only that but it has people of various ethnicities among the Amestrians, showing that it has a fairly diverse population.
